Brookings-Harbor School Board Statement 9/15/25

The Brookings-Harbor School Board is aware of recent online commentary circulating in the community originating from Amber Harkins. We recognize this message has created enormous disruption and anxiety within our schools and neighborhoods.

It is important to clarify the limits of the School Board’s authority: we may only take action in matters involving district operations, employees, and students. The Board and district do not have authority to sanction or discipline individuals who are not employed by the district, even when their actions create concern in the wider community.

What we can and will do is reaffirm our unwavering commitment to the safety and well-being of our students and staff. We stand firmly against violence, threats of violence, or the glorification of violent acts. We also unequivocally condemn horrific acts of violence in general, regardless of where or by whom they occur, as they have no place in a safe and caring community. Such views are inconsistent with the values of our schools and our community.

The Brookings-Harbor School district values a positive learning culture. We strive to provide a safe environment with open discussion and educational opportunities. We hope to model this behavior today and everyday for our students and community. We are dedicated to promoting open dialogue, civil discourse, and nonviolent problem-solving as essential components of education and citizenship. We ask our community to join us in upholding these values, ensuring that our students see and experience examples of safety and respect in both their school and their community.

Public Input

As a Board we welcome and encourage input from the public. Below you can find online forms that can be filled out and submitted in advance of regular board meetings to provide written comments, or to let the board know that you plan to speak at the meeting on a particular topic. Individuals are also welcome to simply show up to in-person meetings and fill out the "blue card" and hand it to the Board Chair at the beginning of the meeting.

Please keep in mind that reference to a specific employee or group of employees, is prohibited in Board policy BDDH - Public Comment at Board Meetings:

“Comments Regarding Staff Members - Speakers may offer objective criticism of district operations and programs. The Board will not hear comments regarding any individual district staff member. The Board chair will direct the visitor to the procedures in Board policy KL - Public Complaints for Board consideration of a legitimate complaint involving a staff member. The association contract governing the employee’s rights will be followed. A commendation involving a staff member should be sent to the superintendent, who will forward it to the employee, his/her supervisor and the Board.”

For the 2020-21 year, BHSD Regular School Board meetings are planned for 5:30 p.m. on the third Wednesday of each month in the Kalmiopsis Elementary School Library, or virtually as required. Special Meetings and work sessions may be added to the schedule as needed.

Local Control Resolution 2021

WHEREAS, the Brookings-Harbor School District 17C Board of Directors stands resolute in our dedication to ensuring that the mental, physical, and emotional wellbeing of the youth and employees of the District are at the forefront of all decisions made by the Board.

WHEREAS, the BHSD embraces local and regional data to make the most informed and appropriate decisions, in particular those that are related to COVID-19. The District believes that a “one-size-fits-all” strategy is not the best or appropriate method of managing Oregon School Districts.

WHEREAS, the BHSD will and has been actively working with our local public health agency and Oregon Health Authority on all matters related to COVID-19.

WHEREAS, as leaders, our priority is to advocate for the community we have been elected to serve.

WHEREAS, as leaders, we recognize that we are role models for the youth, district employees, and the community and will act in a manner that reflects the commitments in this resolution.

WHEREAS, the Board believes that the staff, volunteers, and coaches who dedicate their purpose in life to educating, encouraging, and caring about the youth, are more than qualified to make their own health decisions.

Now, therefore be it resolved on this 15th day of September 2021, the Board of the Brookings-Harbor School District 17c, formally requests that Governor Brown return local control to each individual elected school board. Change the 2021-22 Ready Schools, Safe Learners Resiliency Framework COVID-19 from requirements to recommendations. Remove vaccine mandates for all educational staff, volunteers, and coaches, and allow superintendents and locally elected school boards to develop strategies and policies that best suit the unique communities we represent.
